OUR LONG-TERM NATIONAL VISION

From exclusion to lasting opportunity, in every city and town.

Are you a government member or an institutional representative? Imagine every city and town in your country without homelessness or children forced to live on the streets, and with lasting pathways away from delinquency, theft and drug dealing.

People explicitly included in this proposed approach

Refonte proposes government partnerships supporting children and young people living on the streets; people experiencing homelessness or without stable accommodation; people seeking reintegration after involvement in delinquency, theft or drug dealing; and people moving from rural areas or villages to cities in search of opportunities.

These are distinct circumstances, not interchangeable categories. Homelessness or migration does not imply criminal activity. The goal is to end exclusion and harmful conditions, not to remove people from society.

Illustrative partnership mechanism

A government or authorized partner could provide suitable rent-free accommodation or existing facilities and specialist support. Refonte would coordinate the agreed orientation, free-to-participant training where funded, technical and practical mentors, supervised workshops, productive equipment access, job-placement or first-client support, and position/income maintaining.

Children follow a separate protection, care and education pathway with competent partners, not automatic enrolment in an adult work programme.

Long-term vision and conceptual service proposal. Proposed for research and pilot evaluation; not an achieved result or a guarantee.

SOCIAL REINTEGRATION THEORY

Could secure accommodation and a route to lawful income help reduce homelessness, delinquency, theft and drug dealing?

Refonte proposes partnerships that connect accommodation and specialist support with practical learning, productive equipment, first employment or clients, and continued income support. The aim is to test whether these combined conditions can help people leave homelessness, reduce involvement in delinquency, theft or drug dealing where relevant, and build a more stable life.

These are distinct situations, not one type of person. Homelessness or migrant status does not imply criminal activity. People leaving criminal activity can seek a voluntary reintegration pathway; children living or working on the street require a separate child-protection and education response delivered with competent partners.

Illustrative partnership: a government or authorized partner provides suitable accommodation, potentially rent-free dormitory places or existing facilities, and specialist services; Refonte coordinates the agreed orientation, training, mentors, work pathway and evidence; workshops provide supervised practice under defined agreements. No assertion that Refonte already owns dormitories or can eliminate all homelessness or crime. The first adult demonstration may be a 200-person pilot, explicitly not an achieved result.

MOBILITY AND INCLUSION THEORY

Address rural-exodus and migration challenges by widening people's real options.

Refonte's hypothesis is that some difficulties associated with rural exodus and international migration may be reduced when people have better information before moving, verified opportunities, practical skills, suitable accommodation support and continuity after entering work.

The proposed service connects opportunities in origin and destination territories. It supports people who choose to stay, move, integrate or return through lawful and voluntary routes. It also helps local employers and communities identify skills and service needs. Migration is not treated as a crime, nor is movement itself the outcome to suppress.

Proposed mechanism

  2. 2. Compare living costs, housing, skills, verified opportunities→
  3. 3. Informed choice→
  4. 4. Support / referrals in the chosen territory→
  5. 5. Training or skills recognition→
  6. 6. Placement / first clients→
  7. 7. Position and income maintaining

Hypothesis. Information and coordination gaps may contribute to housing and work difficulties for some rural-to-urban movers.

Hypothesis. Information, recognition and access barriers may contribute to housing and work difficulties for some international migrants.

Access to reliable informationHousing continuityTime to lawful first incomeSkills matchingRetention and service accessHost-community opportunity and service capacity

Show how a pilot can assess these explanations alongside alternatives rather than assuming every migrant becomes homeless. Do not collect nationality or legal status simply to decorate a dashboard. Authorization and specialist immigration advice remain with appropriate institutions; no automated eligibility, visa or deportation decisions.

STRUCTURAL ECONOMIC DEVELOPMENT THEORY

Beyond relying only on interest-rate and tax adjustments.

Refonte proposes to investigate a structural route to stronger external economic resilience: build practical skills, enable productive work, aggregate demand for tools and components, develop competitive local value chains and connect capable producers to export markets.

The hypothesis is that improving what an economy can produce competitively may help reduce avoidable import dependence, increase exports and strengthen relevant balance-of-payments components. This is a proposed complement to monetary and fiscal policy, not a claim that those tools become unnecessary or that economists consider only rates and taxes.

Yvan NGOYI's three-dimensional multiplier

  1. Earlier productive-tool access and first earning activity, rather than waiting for an entire multi-year training programme to end.
  2. Repeat demand for tools, materials and replacement parts generated by trained workers and their clients.
  3. Clients introduced to the platform, including later direct purchases.

All timing, clients, orders, referral and margin assumptions are editable, labelled hypotheses; no fixed multiplier is declared proven. Participant income, gross transaction value, Refonte revenue, public finances and national value added are kept separate.

Economic measurement panel

  • Exports and imports, including imported production inputs and equipment.
  • Domestic value added and local sourcing with actual origin evidence.
  • Trade balance and current account as distinct indicators within the balance of payments.
  • Financing, capital/financial-account and reserve effects separately where supported.
  • Participant and enterprise economics separately from national outcomes.

More local sales are not automatically more exports or fewer imports. Imported machines and inputs can increase imports before additional production or export income appears. A scenario is not a national forecast. No permanent trade-surplus or positive-balance-of-payments guarantee is made.

THE REFONTE WAY

Four stages. One connected pathway.

Keep responsibility visible from the first orientation conversation to support after employment or the first independent jobs.

1

Choose a realistic direction.

An orientation advisor helps participants compare education, skills and work options against their interests, local opportunities and practical constraints.

Output. Agreed pathway and next steps.

2

Build and demonstrate useful skills.

Technical mentors, practical mentors and approved local training partners connect theory with projects and supervised practice.

Output. Evidence of skills, not attendance alone.

3

Turn readiness into an opportunity.

Job-placement mentors support applications, interviews, employer introductions and, where relevant, finding first clients.

Output. Supported transition to work or self-employment.

4

Support does not stop at placement.

Position-maintaining mentors support onboarding and progress after employment. For self-employed participants, support can include service quality, repeat clients and sustaining income.

Output. Follow-up, progress and a clear support owner.

Shown as connected stages; progress is not guaranteed, and programmes may enter at different stages. Continuity is never merged into Placement.

A skill is more useful when people can put it to work.

Where appropriate, a pilot can include access to productive equipment, approved local suppliers and support for first jobs or clients. Track whether equipment reaches participants and contributes to real activity. This connects to the Production theory: local value-chain studies assess supplier availability, demand, logistics and selective production.

Equip for supervised practice

Access to tools and productive equipment for supervised, safe practice.

Support first work

Help participants reach lawful first jobs or first clients.

Follow income continuity

Track whether equipment contributes to real, sustained activity.

Equipment support is scoped separately. Participants are not required to buy from Refonte to receive training or public support. Supplier relationships and costs must be disclosed. Manufacturing, drones, energy and raw-material options stay visible as conceptual feasibility branches, not operating assets.

Skills work best with the right support around them.

A practical pathway can involve more than a course. Public and community partners may contribute premises, housing support, transport, documentation assistance or other services. Refonte's proposed role is to coordinate the learning-to-work pathway and its evidence within an agreed scope.

Connected to the social-reintegration and mobility theories. The ambition to reduce homelessness, support exits from theft or drug dealing where relevant, and address rural-exodus and migration difficulties remains visible — not a guarantee, and these populations are not interchangeable.

Built from field experience. Designed for econometric testing.

“Google is not Internet and Internet is not the Market.”

Refonte's research agenda begins with how people actually learn, work, earn and trade, including activity absent from online directories. Global Cadrage and Deep Global Cadrage combine digital sources, institutions, local workshops and authorized field research. The aim is to turn explicit theories into testable pilots and then publish what the evidence supports.

Research proposal

  • Platform satisfaction and adoption studies: standardized instruments across universities and countries; distinguish first impressions from training outcomes.
  • Homelessness and street-connected children: proposed field studies of pathways, barriers, support and outcomes, using separate adult and child protocols.
  • Rural exodus and immigration: test information and coordination hypotheses alongside other explanations.
  • Skills, equipment and local production: test the three multiplier mechanisms and conditions for competitive local supply.
  • Export and balance-of-payments channels: test models with explicit assumptions, time horizons and external-sector definitions.

Evidence workflow

Simulation is a separate analytical mode, not the next level of evidence. An adverse or inconclusive result remains publishable through the same review as a positive one. No completed-study counts, coefficients or results are supplied for these new policy theories.

Questions public partners ask

Is this only for national governments?

No. A pilot can be scoped for a municipality, region, public institution or national agency, depending on the mandate and delivery capacity.

Can a programme include skilled trades?

Yes, the proposed model includes local practical partners as well as digital and professional learning. Trade-specific capacity and requirements are reviewed before launch.

Does Refonte guarantee employment?

No. Training, placement support and continuity are designed to improve the pathway to work; employment depends on the participant, employers and market conditions.

Can officials see every Refonte user's data?

No. Workspace access is limited by verified organization membership, role, programme scope and the agreed data-sharing arrangement.

Can public support be combined with this programme?

It can be considered with authorized partners. Eligibility and award decisions remain with the responsible institution unless a lawful, explicit mandate says otherwise.

What does Continuity include?

Agreed support after placement, such as onboarding check-ins, skills development and progress reviews, or income-maintaining support for self-employed participants.

How does a partnership start?

Submit an enquiry. Refonte and the public partner define the objectives, delivery responsibilities, evidence plan, terms and next approval steps.

Which social or economic challenge should we study and address together?

Share the priority and territory. We will use this information to discuss a suitable next step.
